Harima Rehabilitation Program Center introduces the PFI system to its facility management exclusively. The Center was established as a correctional institution operated in collaboration between the government and the private sector, and was opened on April 1, 2007.
The Center was designated as a Special Zone by the Law on Special Zones for Structural Reform. Based on this designation, most of the operations are outsourced to private enterprises. This is a new type of a prison where the National Government and a private sector work together in operating the facility by actively taking advantage of expertise and creativity of the private sector.
